Block IP Phones in CS1000S

Does anyone know how to block IP phones, eg i2004, from anyone to access the configuration? That is re-booting the phone and pressing the 4 soft keys one after the other and entering configuration mode.
Anyone can access the IP phones and change the config and one of our customers does not want this.

You can set a password (numerical) on the phones. Although the users can still reset the phone and look, it prevents them from making any changes.

Unfortunately I cant remember the procedure, perhaps someone else can help out here.
