How do I block a specific external e-mail address from reaching any of our internal users?

If you do not have any other spam or connection filtering available, you can use connection filtering in Exchange. First, enable connection filtering in the advanced properties of the default SMTP virtual server. Then, in Global Settings open the properties of Message Delivery and add the address to Sender Filtering. Restart SMTP service and blocking should be active.
