Block Gmail on a user pc

I tried to block gmail from the host file using the 127.0.0.1 on a user computer who spends most of his day chating but it did not work.This a small network of about 20 users and running two windows 2000 Dcs and the most workstations running the windows 2000 professional
Any idea.
 
Do you point your machines to DNS servers internally or rely on your provider?
 
I am runnung internal DNS For internet connection, I configured my router with the ISP statice IPS but using my internal dns.
 
Put a hosts file on the client pc with the gmail address pointing to 127.0.0.1.
Then make sure all people have signed a paper telling them if they abuse the use of PC's, including Interent access, they will be terminated. Good luck.
