Blind call transfer not working

There is Avaya s8300 Server, Avaya G700 Gateway, all phones 1608.
For example we try to make a blind transfer frome number 1285 (transfer->dial the number-> put the handset down) to number 1286 but after picking up handset on 1286 we hear a dial tone. After this the call hold on 1285 on second line.
What and where to set up incorrectly?
