BLDBI command is busy

am trying to use BLDBI but am always getting command is busy
<BLDBI:BPOS=2-3-40;
NOT ACCEPTED
COMMAND BUSY

that was 2 days ago and still teh same thing, even the port on the IPU that i used to log the command is busy, am using another prt now, i know i need to restart soem program units but dont know what they are?

TRY ANY OF THESE

1- RFPUI:UNIT=TWP2,LIM=WHERE YOUR IPU IS;

2- RFPUI:UNIT=IPP,LIM=WHERE YOUR IPU IS;

3- RFBOI:BPOS=BOARD POSITION FOR IPU;

4- PULL THE IPU BOARD OUT AND PLACE IT BACK AFTER A MINUTE.

IF NONE OF THESE WORK CHANGE IPU.

CNH1 is the command handler block for BL commands .....
