When I boot up my laptop I am able to log into the users profile, but am unable to view any of the icons or task bar. When I select ctrl – alt – del, it says that I have logged on with a users profile. When I log on with the administrators profile I can see everything.

Sounds like permission problem double check the permission for the user login.

Does it happen if you login as another user?

yes - I am able to use the adminitsrator password - but not other username's and passwords

Did this problem just appear after user accounts working normally, or did it happen first time logged on as those users? How were the user's profiles set up? Have you changed the default user profile (which is basis for new user profiles)?

I loaded software on the machine and there was a process that was not working - the software FAQ's had the problem previously and said that I should change the users rights to administrator rights - then I was able to use the application correctly (logged on as administrator), when I rebooted and tried to log on with the users profiles - I was not able to log on.

Hi, You may try this:
log in using the admin account, backup user's profile first and then delect it, then log in again with the user's account.
