BITS not working -> Automatic updates not working

I was wondering why I wasn't getting any updates, and noticed that the Automatic Updates service wasn't running. When I try to start it, it runs for about a minute and then silently stops.

This appears to the event log:

Event: 7024

The Background Intelligent Transfer Service service terminated with service-specific error 2147746310.

So it seems that Automatic Update needs BITS. BITS is also stopped, and it can't be started. It just fails and spams the event log with that same error.

This isn't a W2k Server, and has no terminal services anything installed.
