Big gap between navigation tables (involves nested templates)

Hi, here the thing:

My webpages use main template where second half of the page is essentially a table, with left side reserved for navigation. Now I made a nested template with additional cell below the navigation cell. That cell appears waaay below that it is supposed to when previewed in IE.

I'm not even sure if the templates are the problem, since the space between main and nested navigation cell varies on's like the content of the right (main) cell affects the spacing somehow...

Problem is that I can't afford to redesign entire site to solve this, and additional nav cell really helps.

Notice how 'Certification' nav bar on left has different positions on each web page although it is part of the template...

I figured what the problem is, but still not sure how to solve it. Here's the 'sketch' of the problem:

Table 1 | Table 2
Cell 1 (navbar1) | Cell 3 (main content)
Cell 2 (navbar2) |

Space between cells 1 and 2 is caused by adding content to cell 3. I'm not sure why though, since they are on separate tables, and even adding or removing cells below/above cells 1 and 2 to somehow 'unlink' them isn't helping.

Maybe this is easier way to solve this: I would just rather merge cell 1 and 2 to solve spacing problem. But since cell 1 is a template it is locked. If I leave it as editable in template it doesn't appear in other pages. Can template include a content that is editable, but still transmitted to the other pages?

nest your tables in Design View if u can .....view the sample above in Design View (delete the content 1st) to see the structure

I like the balloon example Lebisol! A good way to put it.

Thanks guys, it worked. lebisol's example with ballons was great - very descriptive. I tried putting cells as separate tables, but still that top table kept pushing everything down. So instead of fighting it I decided to join it. :) I just stuck all contents of both cells (now tables) in one cell. It worked. I didn't had to mess with the tables at all. I really need to keep remembering that in web design simplicity is a virtue. :) Again, thanks for all the help. It helped me to know where to look for solution.
