How do I Administratively shut down BGP on a router?

Do you mean a BGP peer or BGP altogether?

BGP peer:

config t
router BGP xxx
neighbor x.x.x.x shutdown
end

BGP altogether:

config t
no router BGP xxx
end

Don't do a no bgp xxx... This will delete your entire BGP config! However, a neighbor xxx.xxx.xxx.xxx shutdown will administrativly shut down your bgp peer.
