BGP Peers keep dropping

We have a connection with 2 BGP peers over a DWDM and every 7-10 hours, the BGP peers will reset. We noticed our MTUs did not match at both ends, so we changed it, but still no luck.


Anyone have any ideas where I should look next?
 
No errors or resets showing up on the interface. Our device is a Cisco and the ISP's is a Juniper. ISP gave me a debug:


Jul 26 12:55:11 bgp_ifachange_group: NOTIFICATION sent to 192.88.115.89 (External AS 3999): code 6 (Cease) subcode 6 (Other Configuration Change), Reason: Interface change for the peer-group
 
Was this something where it was working correctly before? Or, is it a brand new install and has been doing this from the begining?
 
A BGP cease message is sent when a configuration change has caused the peer to bounce. If they're sending the notification, which looks to be the case, then someone on their side is making configuration changes at those times. Or it's a bug.
