Best way to prevent some users from sending and receiving calls for a single ARS

Hi, I'm fairly new to IP Office and I just had one question. I have a group of users and I have one ARS. I don't want some users to send and receive calls. Basically, if let's say I don't have any incoming call routes defined, I don't want someone calling on the number that's given to the PRI by the provider and have one of those users getting a call. Also, if I call on the main number, would all users have an incoming call showing up on their phones or would only those that have the main number assigned to them in the incoming call routes section have the call show up on their phones?

My apologies if I seem a bit confused.
 
I don't want some users to send and receive calls." - Then don't give them phones :) Okay, to be more helpful, if you want them restricted to internal calls only, look at the User | Telephony | Supervisor Settings for Outgoing Call Bar and Incoming Call Bar.

Would it be possible to do what you said, but with user rights? Also, if I don't make any entries in the incoming call routes section and were to call the main number, would the phones that are able to send and receive calls all get a call or would I still need to make an entry in the incoming call route section with the main number?
 
You need to have an ICR for each number on the PRI. Without it your caller will get a fast busy.

If you have a "9N // dial // N" system short code for dialing out, you can assign a user short code of "9N // Barred" under user rights. The system matches (in this order) extension numbers, user short codes, system short codes.

Or, yes, you can skip entries in the ICR, but also create a "blank, catch-all" entry that sends calls to the Operator or Automated Attendant.

The still better way to do it is populate the ICR with all telephone numbers that you own, make the destination of the numbers that you don't want to assigned to a particular user AVAILABLE, and make a System Short Code AVAILABLE with either a Voicemail Collect to the AA or Dial Extension to the Operator. Later on, when you are wondering what DIDs you have available to be assigned, it will be obvious from the ICR.
