best way to block an inbound cli?

A VRT only works if the call is being processed via vectors, if you have a single number calling that you would like to block for an entire building (ie admin phones also) the best way to do it is to use EC500 and set up a station that is resticted from making inbound out outbound calls.
Only problem with this is it uses an EC500 license.
