I have 5 offices spread across the nation. All with internest access.

I'm going to be standardizing each site (hardware and software). I'm going to have a Windows DC at each site for authenication so VPN connections will be established to replicate AD over the Internet. I would like to have the firewall or NAT built into the router. Each site has about 10-15 users. There will be NO DMZ required, so I just need two interfaces.

What router would be the best solution.

Probably a Cisco 837... This is a DSL router that has firewall and 3des support.

Will it support a T1. Some of my remote offices are unable to get DSL because of their remote location so we are limited to a fractional T1.

Don't think so... You'll probably want to look at a 1700 series router. Most times when you order a t1 though, the isp will give you a router.
