Best method to upgrade/migrate NT4 web server to 2000

Greetings everyone. I run a couple of web servers. They are currently NT4 SP6a running IIS4. I would like to take these boxes to 2000 on new hardware. I've upgraded file servers before, but I have not dealt with moving this detail of rights. We have Frontpage extensions and rights, NTFS rights, DNS entries, and the list goes on.

Am I best off doing a clean install of 2000 on new hardware and recreating all users and rights? Should I do an upgrade? How do I save myself some time and frustration? What has been your experience with this?

I am currently looking to upgrade my web server to 2000 and was wondering how you got on and also some advice to the best approach.

I was thinking of installing the new boxes with nt copying everything over and upgrading to 2000. Has anyone else tried this.

Microsoft has some IIS4 to IIS5 migration tools that in my experience and opinion, do not work very well or at all.

If you're prepared to move the sites manually and the tools work, then good for you. I've never had the migration tools work without a hitch.

Apache looks alot better in this respect.
 
When we switched, we simply copied everything over to the new box manually and reconfigured each app manually. We did this in stages by having both boxes running and moving each app over one at a time. We did this to our test boxes and staging boxes first to verify there were no problems. Personally, I don't like upgrading an OS if I have the opportinity to do a clean install.
