Best format for Announcement prompts

What is the best format (frequency, 8 or 16 bit, PCM, etc?) to create wav files for use with Merlin Messaging 2.5? I use CoolEdit to create message prompts, but am getting considerable background noise when I import them to Merlin Messaging (via the administration program).
 
I answered my own qestion. The format should be GSM 6.10, which is 8000 Hz Mono. With that format, there is no background noise.

A little wrinkle is that, unlike prior versions of Windows, XP does not automatically include the GSM 6.10 Codec in the list of available outputs. I found instructions for dealing with this at
