BEFSR41 loses connection

I have a single win2000 machine connected through a BEFSR41 to a Westel DSL modem (SW Bell). I have virtually no problems with the connection, except when I change users in Windows 2000. If I log off and log in as someone else, I can't even get to 192.168.1.1 (the Linksys router). It doesn't matter which user logs in first, etc, so I've given up on weirdness in individual user settings. It's a home machine, so there are only 4 users set up. Any ideas on what I should look at? It happens predictably, not just every now and then.
 
Oh yeah, my network card is showing as a Realtek RTL8139(A)-based PCI fast ethernet adapter.
 
This is unusual. Have you updated the NIC drivers? Can you ping the router after switching users? At a command prompt, type netstat -a for the first user then repeat after changing users - are there any differences? If you log out from user 2 and return to user 1 does funcionality return? I'm guessing that your NIC isn't releasing some connection or something, so the second user can't use it.
 
Working with your idea, I now believe that ZoneAlarm is to blame for my problems. If I kick up IE fast enough after switching users, I can click to anything on the webpage while all the startup programs load. After ZA is loaded, it can't find a thing (including 192.168.1.1). Switching back to the previous user results in the same thing. I'll move this over to the ZoneAlarm forum.
