i have never heard of this and i think it is just user error

the customer is saying that some people cannot transfer a call twice?

meaning if they received a transferred call they cannot transfer it again?

Maybe those trying to do the 2nd transfer have the transfer key not programmed correctly or they are trying to transfer a call that is in a conference state already.
