Beep heard on answering incoming calls

I have a newly configured NEC IPK II system and when people are calling in it reads on the Display the call is from Voice Mail and when you answer the call you hear a loud beep after you start to talk. If you don't talk right away but just pickup the phone it takes 3-5 seconds before the call is actually connected.

Any idea what may be configured causing the annoying Beep? Or it saying from Voice Mail?
 
Does the caller also have a VM message? Possibly the message notification was set in 47-20 and the VM is calling the extension with the new message.
 
No the caller does not have a voicemail message. This only happens when the call is from and outside line not internal ext. I had a chat with someone else and they think the Beep is the sound the voice mail system is making when you answer the call to transfer the call to you. This makes sense but seems idiotic.
 
Did this just start happening? Do you have the InMail CF VM or a VM-00 blade VM?
