BE ignoring media sets!

I've seen other discussions about this in the past, but have not really come across a good answer. Here are the stats:
Backup Exec ver 8.60 Rev. 3808 using a Dell PowerVault 110T SDLT 320 tape library.

Problem: I have DAILY, WEEKLY, & MONTHLY Media sets created, with two slots/SDLT's assigned per set. Backup Exec is always using the next sequential unused SDLT available. For instance, if my Daily backup uses only 1 of it's two alotted tapes in its media set, then the next backup job (no matter if it's DAILY, WEEKLY, or MONTHLY) will automatically grab that second tape of that media set for its backup. Basically, I just keep cycling sequentially through my 6 tapes.

Why does BE do this and why am I wasting my time assigning media sets if BE is going to ignore them?
 
If the tape isnt used then the media set overwrite protection isnt invoked, thus BE will see it as an available tape.

you may like to use partition mode and create partitions with your slots and point the job to a particular partition.

slots 1 and 2 = partition 1 , that sort of thing.
