BCM50 with PSTN lines on external redirection but get lines denied HELP

Hi
Followed above thread step by step but in the end shows directing and comes with lines denied. I enabled all options e.g Restrictions 00 but can't seem to see wants causing this on PSTN lines. It doesn't pick a line out just rings in the office.
Any ideas.

They are Analogue PSTN on a BCM50 r6

Are the lines set for supervision?

There is no setting for supervision that I could set.
