BCM450 R5 Hunt Group Busy

We've installed a 450 R5 but when DDIs are pointed at hunt groups, and all the HG members are busy, callers still get ring tone. No overflow set, busy tone set not queue, DND on busy set on members etc etc
We have simulated this on another R1 450, and it's fine. Also tried the R5 system with and without latest patches

Make sure the target line is set to BUSYTONE not TO PRIME when BUSY

Yep, done that. Have tried everything - this is basic stuff. The R1 system we had programmed in 2 mins, and it behaved as it should. We suspect an issue with R5 which could cause Nortel major issues
