Customer has a PRI that is constantly failing, so they are changing carriers. Is there anyway to have the new circuit as the primary, and if it fails, switch to either the other PRI or POTS lines?

There are others as well. Be careful, they disapear...Microdacs, Syncrotel Pathmaster, etc.

The BCM can be programmed to allow routing for PRI failure/overflow to CO.
PRI's can also be configured to switch redirect on failure to redirect inbound calls to CO lines.

Problem for me - Why anyone would pay a carrier for a PRI that is "constantly failing"?

Within a contract, there is still an implied good faith covenant of mutual benefit for both parties. "You pay and we won't beat you." can be termed mutually beneficial however it is extortion.
