Is there any way to view who logged into a BCM450 and also see the changes that were made? I am looking for something like a an option switch history file.

Nortel introduced a config change log. If you download the logs from the BCM and extract using EM. Go to the operational folder. In there you will find a file called config change. This will give you a log of config changes.
Also there should be a couple of alarm log files, usually 3-4. if you open this you can see all the alarms that were generated by the system. By default you should be able to see when users logged in.
Yep you should be good. Download the log files and once you extract, go to the operational folder all you want is in there. I'd suggest viewing them using excel, it much easier on the eye.
No need to enable, should be enabled by default. I have never even seen an option where you could turn it on or off. Always just worked straight out of the box for me.
Try rebooting and making some changes then go back and check if they have logged.
