BCM450 Block all exteral, incoming but keep extension to extention dialing

I'm new to BCM but trying to figure this out.
We have a department in the back that we no longer want people to call our main line and use an extension (DN) to reach them. We still want interoffice calls by dialing thier extension or them dialing an extension, so disabling all external calls incoming or outbound is fine by me. We turned off DN dialing in callpilot and that was a good work around except now if someone wants to use the directory by name on our main line, it goes straight to voice mail with out ringing (which I understand that is what the disabling DN is supposed to do, but that didn't fly for my office lol). So any one know how to do both? Disable people using the directory to reach those phones via DN , without disabling all DN for the whole office???

DN dialing is system wide so you cant call anyone from AA.

-You could build restrictions and apply to that set so they can still do 911
or enough phones for that then
- Remove any access to Pools (or lines) so they cannot dial out period

As for inbound maybe change the DN number to something new.
