BCM400 Rls4 RCC issue

We have a BCM400 Rls4 with RCC installed on a PC with XP. All needed services have been verified. The IVU says that all was installed correctly. However, we cannot get to the login page. It says "page cannot be displayed". We followed the troubleshooting guide but no success. Any thoughts?

What version of RCC are you using and I only stick with Desktop 018.
I'm guessing that you can ping the BCM ok and also have use the RCC's IP address with /rcc at the end?.

I am not the tech onsite but yes ping both ways works and the login page cannot be accessed using either localhost or IP Address.

Sounds like an issue with IIS or World Wide Web Publishing service.
A simple way to test both is to open URL

http://localhost

You should get some IIS pages.
If these pop up, IIS and

http://WWW Publishing

are working.
If not, check Service Manager to make sure both services are running.
