bcm400 call forwarding feature 4

Hello,

setting up Feature 4 on regular DN is Okay. we can use 91xxxxxxxxxx format.
But when it is setup on VoIP phones, only internal 3 digits DN can be forwarded. If 9 is typed in, it shows "Invalid Number". But I can add the external forwarding number on the BCM web portal. Let me know how to fix this.
