BCM h.323 Cisco Call Manager

We are trying to get Cisco's CME to use h.323 trunking to the BCM 1000 running 3.6. Originally both sites would place calls and ring on the other end, but disconnect at pickup; however, we set the BCM to h.323 slow start which resolved one end, but not both. So now from the CME site we can place 4 digit calls to the BCM with no issue, but from the BCM site the calls ring in to the CME site and then disconnect as soon as you pick up the handset.

Anybody have any thoughts on this?
 
I've never worked with the CME, but I can tell you that same symptom on a BCM to Meridian would indicate a coded mismatch.
Make sure the codecs, sample size, and Silence options are identical on both sides.
