BCM -50 Voice Calls with Handsfree Disabled

I have a 7208 (Set A) with Hands free disabled:
If Set A receives a voice call, set A can speak to set B in Hands free mode.
If set A voice calls set B, Set A has to pick up the Handset to talk.
Of course if I Change Set A to hands free allowed, the speaker will work voice calling Set B.
My question is why does the speaker work on a incoming and not outgoing on a voice call with Hands free disabled. Thanks

 
I am not sure what the answer back is set to, what ever the default would of been.

To answer my question, could it be that the 7316 or E's and the 7208 is not?
 
There is no 7208E phone.

a received voicecall to a 7208 works that way.
It activates the speaker to allow two way transmission.
It works like a 2 way intercom.

Hands free calling is different.
You need to allow Handsfree as a button on a 7208 to start a handsfree call.
This is because you are making a call.
