BCM 50 RLS 6.0 Can't call CS1K over SIP

I have just installed SIP on 2 BCM 50 RLS 6.0.
All programing in CS1K NRS is ok.
One BCM receives and can call out.
the second can receive calls however, calling out is rejected by the BCM
I have match all programming in both BCM's

Any thoughts

Check the payload size. (20). It should be in the docs.
