BCM 50 R3 & 1220 Phone/Call Flow Question Voicemail

Hello - Please advise on the following:


Phone Set 1220
Key 1 DID Line Appearance (555-5555)
Key 2 Appear Ring Answer DN - (5512)
Key 3 Intercom (5557)
Key 4 Intercom (5557)

1. If there phone set is not active it will go to voicemail
2. When Key 1 is active on an inbound Call it will not go to voicemail, infant just continues to ring with no call treatment.

Question - if Key 1 is active how can I get the next call to go to voicemail. Is this a limit with the phone set?





Note - Local C.O. Facilities are delivered via a PRI T1 services
All voicemail features have been allowed.
 
This is standard and already has been completed, still the same affect.
