BCM 400 Weird Faults

I have a BCM 400 3.7 which has amongst other things 4 VOIP trunks which suddenly seem to have become invisible when trying to dial out from the system, they work on incoming calls only but when either trying to dial out using the call destination code or the direct prefix for the line pool they are in the outgoing call fails and doesn't even show the attempt on BCM monitor. Its as if the system thinks either it has no outgoing VOIP trunks or is treating the call as internal.
Another strange one with this system is when attempting a conference call it fails every time with conference busy coming up on the handset display.

Any clues would be gratefull received as I now have gone through the system setup so many times I can just about recite it in my sleeep

The BCM is a complete different animal than the Norstar product. Nortel is saving money and making money by doing things the way they are with the BCM.
