BCM 400 4.0 no voicemail

I have a customer that has a BCM 400 4.0 it was a 3.6 way back in the day but has since been upgraded. On Sunday they had a power outage and when the system came back up there was no voicemail and no access to the system through element manager. I checked the fru tray it has been replaced with the blue capacitores. I replaced the hard drive with a new one that is running 4.0 but it is not responding either.Most of the lights on the front of the system are quick blink. The light to the far right(fan)and far left (power)are a solid green. This was the state of the lights before I replaced the drive. Any suggestion?

Log into the BCM via element manager and do a controlled reboot to bring up all of the services.

Thanks for the thought but bcm element manager is non responsive nor is accessing it through the web page

Watch boot sequence via serial cable. Could be another bad HD. We rec'd 5 new HDs and all were bad.

Could also ba a bad BFT.
