BCM 400 4.0 Forward on No Answer

Site is a BCM 400 4.0 every time the system loses power the sets lose there Forward on No Answer settings, everything else in the database is intact including VM. i am hoping its not a hard drive

Any thoughts?

Try backing up to bcm hard drive.

Then reboot to see if it holds the info..
