BCM 400 15 Digit International Dialing Failure

I am running a 4.0 BCM 400 on a pri. International 13 digit #'s work fine but when I try a 15 digit # the carrier is saying that the last digit is getting striped and the call fails. I have the route built and am using 9 to dial out. I also have set up lead digits 011(international dialing) to allow 20 sent digits but still the last number is striped off. I didn't know if anyone else has had this issue, can't seem to find much online concerning this issue. Maybe a BCM patch or the problem is on the carriers side?

look at the routing of 9 and the route and make sure the absorb is all.
 

Create a Public Dn prefix of "9011" of lenght 20 in Telephony-Dialing plan-Public Network, does it work?
 
Thanks for the reply, it is set to absorb all and I have tried adding 9011, i even pushed all my lead digit settings (9,1,01, ect)up to 20 with no luck. I haven't been able to find any other setting that may be restricting outdialed digits. I also tried multiple international 15 digit #'s to test and they won't go through.

Using Bcm Monitor do you see all digits going out or you are missing the last digit too?
As well you could use the cdr client application,have you tried it?
 
When I pull up BCM Monitor, it does show all of the digits on the phone call. The call doesn't fail until they put in their long distance code (provided by the provider), then it says the call can not be completed as dialed and the call ends in BCM Monitor. It is at that point that the provider only sees 14 of the 15 digits. I have the provider running test today to see if the translation on the PRI is correct. I will post the test results at the end of the day when I have the problem isolated between the provider and the pbx. I haven't tried the cdr client or used it in the past. What are the advantagages of using a cdr client in a situation like this?

Sorry I read it wrong, if the route is using just a 9 go to dialing plan digits 011 it should be at 18. It seems that the carrier and the BCM is looking at the dialed digits and the access codes.usually the digits will go and then access is on the CO not the BCM.
