BCM 3.6, intermittent issues with "Fwd no answer to" 1

We have a BCM version 3.6. We have some sales people that are sometimes in the office, but often not. We have their phones configured in the BCM to forward to their mobile phones when they don't answer using the "Fwd no answer to" feature (under capabilities -> call forward) of the BCM. The problem is that sometimes the callers don't get forwarded. Sometimes it works, and sometimes it doesn't. We are getting reports of silence and reports of the phone just hanging up after the initial 3 rings. Is there an issue, or a trick to get this to work?
 
Thanks for the tip. I tried adding the # after the number, but it still fails intermittently. Any other ideas? What do you think the chances are for a software upgrade to fix the issue?
 
I am working on a similar problem the system will not forward no answer to voicemail...I have been told that there are problems with the 3.6 system tray. I am currently working with tech support.I will post the resolution.

was the system originally 3.0x or 3.5x ?
if so check what a120zbottle said
 
The BCM started off as, and has always been software version 3.6.
 
Go into the DN and choose the Outdial Type to be Pool 1 (1 for Pool A) that way the system will choose any available line on that pool, as opposed to selecting a particular line.. I am guessing it won't work at the moment if line x is being used, so selecting pool should help.
