Batch Image processing program

I'm not sure if this is the right forum to post this in but I'll start here.
I've got a bunch of images that I want to edit to the same size. I'm looking for a free batch program that would allow me to take several different sized images, constrain the image so that neither hight or width was more then 150px and then add a 50px black border to each image. So that when I'm done, the batch program would have taken a 300x150 image, changed it to 150x75, and then added a 50px border so I end up with a 200x125 image or it would have taken a 100x200 image and changed it to a 75x150 img with a 50px border around it for a total of a 125x200 image...
