Baseline help

I’m trying to update our schedules to reflect actual start dates and progress with separate activity lines so that the baseline schedule doesn’t change. It seems that however I try to do this the baseline schedule adjusts to the actual start date; e.g., the baseline start date for the X-ray / CT Scan pre-construction was set for July 1, 2009 but this didn’t take place until July 16, 2009. When I try to insert the actual start date in the schedule the entire baseline schedule changes to match the actual start date so you can’t really track the actual dates compared to the baseline dates.

What am I doing wrong?
 
Are you using Microsoft Project? Have you created a baseline? As you say it definitely shouldn't be doing what you're describing.

 
If you're using Microsoft Project to set your baseline:
Make sure your durations, dependencies, etc. are according to plan. This should ensure that your start dates are as planned. Then just select Tools > Tracking > Save Baseline... Save baseline: Baseline. For: Entire Project. OK. This is for Project 2003.
