Base Manager - Operation blocked by APPSTART subsystem

The callers list has suddenly stopped working for my IP phones. I get Server error, try later.
Digital phones callers list is working.
I went into the sig server and tried to do a restart for personal directory, BUT am now seeing the attached message when I try to get the status.
What did a do wrong and any thoughts on how I can fix?
We are a 911 police service, so I really don't want to restart the signaling server.

Why don't you just do this on the Sig Server Command line.

$appstart restart

or specific to the application

$appstart <application> restart

This will reset at the Command line level.

I tried that but I get the same error
