Is there a simple way to bar long distance dialing/calling on a per user basis?

How simple is simple?

I'd think - and I'm no good with IPO dial plans - that having different ARS forms for different privilege levels, and having different User Rights groups short codes map to those different ARS forms with a deny on the dial patterns you don't like along with mapping the users to specific rights groups would be the way to do it.
 
In the US, long distance numbers start with 1 and area code. You're probably set up to dial 9 first. 911 is the emergency number.

On the User's short code tab, add:
911 / Dial / 911 / ARS
9911 / Dial / 911 / ARS
91N; / Barred / / 0

This let's you dial 911 and 9911 for emergency
9 plus 1 and any additional digits other than 1 are barred
9 plug a phone number that doesn't start with 1 is not affected

Assign via User Rights or by individual, but User Rights is easier to keep track of who is and who isn't restricted

So do I create short codes with the strings you mention, or simply add the strings as they appear in you post?
 
personally, I copy the main ARS, bar 0N and 1N (blocks international and north American LD), and then use 9N / Dial / N codes in the user rights to point to the desired ARS (50 = LD permitted, 51 = LD denied). You can also build in permitted 1800 type codes, etc., although you can do this all the way TouchToneTommy suggested.

FWIW, a really good move on the ARS is to change the 11N / Dial Emergency / 911 line to add a semi colon (11N;) and then add another entry 11N / Barred. This permits the following:

1) 9+911 gets E911 immediately
2) 911 gets E911 as soon as the dial delay timer expires (default = 4 seconds)
3. 911+ any other digit is barred.

In my experience, this eliminates 99% of false 911 calls.

One thing to be aware of it is not actually necessary on a lot of suppliers in the US to actually dial a 1 to make a long distance call. You can now just dial the 10 digits rather than 11 to get to a long distance location.
