bandwidth limiting 1

I am looking for a way to limit the bandwidth (speed and amount) of a newtwork connection.

i have a computer with internet at home and my neighber wants to use my internet connection and what i want to do is make a connection between the 2 computers with a RJ45 cross cable. (ethernetcard to ethernetcard without a hub/router). i am looking for software to controll the speed and download alowence on this card so i can allow my neighber to download/upload at max 32kbyte/s and download/upload max 5gb a month.

the reason i want to do it over a crosscable card 2 card ethernet connection is because i think this is easier. i have a router thru which my internet connection is available to my computers, and ther is enuf space for another computer but i dont see how it would be possible to limit the bandwidth on my router without limiting the speed to my own network...

iv tried that, it only limits the speed tho not the amount downloadable
