Bandwidth issue

I have one scenario which is bugging me..

<--pstn------(uC520 site-A)------------VPN-tunnel--------(UC520 site-B)---->

when site-B calls to PSTN, will it take double bandwidth, I mean site-B to site-A as one and and Site- A to pstn


Servie provider is providing the service from site-A to site-B and site-A to pstn.

I am not sure with this but I want to know how it works.
