Bad incoming call quality

We have a IPO using a PRI circuit, IP sets with Avaya POE switches, no vlan since its only the IP sets on our Avaya network. Some users are reporting echoes and voice dropping on calls coming in. No reports on internal calls.
Any ideas? I do not get any alarms in the sys monitor other then some minor jitter.
 
Is it a real PRI circut or a converted SIP trunk?

Regular pri. We had the same circuit on our old option 11. This happens on inbound and outbound calls. Thanks
 
Thanks, we will check that out. I thought QOS was set up but I could be wrong.
