Background image doesn't load

I want to tile a small gif image in the background of a page.

Originally I had selected a black background color, then selected the gif image as the background in the modify page properties menu. It looked okay, but I found that the black color loaded before the image did and it got rather irritating.

So I deleted the background color. Now, when I open the page in Dreamweaver, it looks like I want it to, but when I move it out to our staging environment, the background appears white. I double checked to make sure that when I deleted the background color, it didn't actually change the color to white. No numbers appear behind the color selection, so I assume that no color is selected. Where am I missing the boat? Any suggestions?
