Avaya to Siemens modem problems

I have an S8700 r2.1 with an analog line (tn746b) connected to a Siemens Custom Callout Adapter. This device is a remote maintenance modem and I'm not sure how it is different from a standard modem. When I call the Siemens from the s8700 it connects fine. when I call from any other switch or the PSTN the modem picks up but the caller only hears ringback. When I trace the station that the Siemens is connected to it shows that it is ringing even though the modem has picked up. When we put the same line into a standard 56k modem it works from anywhere. The Siemens techs have tried swapping their equipment and want to call it a trunking issue. That would sound right except that the 56k modem hits consistently. Also that would mean that all our private tie lines, long distance, local and other trunks are all misconfigured to block that specific type of modem. They insist that there are no settings in their equipment that need to be changed. My head hurts!
 
If you have medpros in the mix, make sure they have the latest firmware....

As good an idea as any I've heard...but we have no MedPros involved in this scenario. Update: we have a Lucent 5ESS connected to this S8700 (private, not in the PSTN). We removed the modem line from the S8700 and served it straight out of the 5E and everything works fine. The problem is that the 5E is being phased out so we still have to make this line work on the S8700. Hmmmm....

the first thing i would check is the analog ring incadence and analog line transmision under change sys par country options and make sure there set to the correct country code

On the analog station for for the modem stations try changing the Distinctive Ringing field to 'n' on page 2.

also check the voltages being provided on the analog line.
one modem may be abke to take lower than the other, hence issues.

I had similar issues when I received international calls to a paradyme modem. To solve this issue I call forwarded an extension( port x or physical) on the Avaya to the modem and instead of calling the modem directly I call the extension that is call forwarded to the modem. That seemed to solve the problem.
 
I tried a similar fix. I made a VDN with a vector step that routed the call to the modem number. Should have accomplished the same thing. I can't do anymore experimenting with it right now, but I will keep that in mind when we re-visit this issue.
