Avaya SIP Media Gateway in Mexico city using E1. get no ringback when dialing into system

We have two standard E1's from TelMex. When making an outbound call from the PBX to one of our DID's we hear no ringback. We hear a short beep. After what would be 4 rings, about 15 seconds we get voicemail. We are missing a setting on the E1 that provides ringback to the caller. Any ideas?
 
This is a pretty vague question.

"Oh my car wont start, any ideas?"

So, can you offer any further information?
Models and software versions?
Network topology?
what steps have you tried to remedy the situation?

thank you for responding. point taken. I have a cs1k located in the USA, release 7.5, version 4221. I have a SIP Media Gateway installed in Mexico City. We have two standard E1's installed. When you make a call out, either to a cell or back into the pbx via DID, we do not hear any ringing. We might get one beep in 15 seconds before the call goes to voicemail. When you call into a DID from a cell phone we get the same results. We installed a new E1 for testing. both existing E1 and the new E1 give the same results. Been searching through documents looking for a parameter we configured incorrectly for E1 in Mexico City.
 
I think it is in the SIP Media gateway, do you have a "early media" setting somewere or a setting "use local dialtone"?
What type of gateway do you have? Maybe go to the Avaya CM/AURA forum here, they know their products the best.
