Avaya / Netscreen / QoS

I've been working with Netscreen and I think we finally got the QoS working on the Netscreen's, but I have a few questions on what are the optimal settings. I have 2 VOIP QoS rules.

Voip_Signaling = UDP ports 1718-1719, TCP port 1720
Voip_Rtp_Calls= UDP ports 49152-53247

I'm also seeing ICMP traffic between the IP Offices in the port range of 49152-53247, which I just noticed for the first time today and was wondering if I need to make that ICMP range part of the Voip_rtp_calls policy.

Another question is do I need to have 2 separate rules Voip_signaling and voip_rtp_calls or should I just make 1 rule that includes everything?

make sure you turn application inspection off as the netscreens seems to muck things up with the avaya h.323
 
Spoke with a person that spoke to Tier IV at Avaya and they said not worry about prioritizing the ICMP packets. So I guess that answers that question.
