AVAYA IPO Number Barred when calling over SIP Trunks

we have situation the IPO have local SIP Trunks
The Trunk are configured for out line as below
access code
99N/N/ARS 51
ARS is configured as below
N;/N/18LGID

and all user are configured to use these trunks also in user short codes we barred some of extensions starting form 21xx 22xx
extension numbering plan 4 digits
The problem is when we dial 99 and trying to dial Local number starting form 21xxxxx or 22xxxxx
the system gave display messaged as Barred call.
but my question when dial 99 to access out side trunk then why system is blocking the range .because system should not look for internal blocking as we access to dial out over 99.

any help on above.
 
System Monitor trace will tell you why it's blocked.

the blocking reason i mention already because we block some extensions in user short codes starting form 21xxx and 22xx
but question why ipo blocking when dialing over outside .
 
Okey, so you won't use SysMonitor which should be the first thing you look in if you have an issue and would probably tell you what is happening?
Maybe that would tell you to look in your ARS and untick "Check User Call Barring".
Or you might think, "What does that mean?" and press the help button in Manager.

Check User Call Barring Default = Off
If enabled, the dialing user's Outgoing Call Bar setting and any user short codes set to the function Barred are checked to see whether they are appropriate and should be used to bar the call.
