We have an Avaya IP Office configured at our Qatar site office and I would like to configure few IP phones in our Oman Site office to be connected to the IPO at our Qatar site office. Could some one please let me if this can be done using a Fortigate VPN? If so, would I be able to configure the VPN without purchasing any Private IP?

if you have a hardware VPN (router to router with suitable bandwidth & latency ) between sites then the phones should have no issues connecting to the IP Office
They simply need to have the correct router, call server & file server IP addresses set
As always data quality will be the limiting factor
Do things on the cheap & it will cost you dear
