Avaya IPO Call Forward question

I have a customer that is setup to dial *9* to dial LD.
A user wants to call forward her phone to an LD number, system won't let her forward to *9* + LD Number
This one number she wants to fwd to is in 212 area code.
How can I get around the *9* , which they want to keep that way?
 
Just leave the *9* shortcode as is and add a new shortcode to dial out with like '611'.

Set calls to forward to 611XXX-XXX-XXXX.
 
Of the top of my head create a new user who has short codes that allows them to dial externally without the required number without needing the *9* (why on earth would you pick that in the first place?). Set them to Forward Unconditional all calls including internal to that number. The original user can forward to the new user and is should chain from there.

Stuck in a never ending cycle of file copying.
