Avaya IPO 500v2 to Panasonic TDE100 SIP trunk configuration... close, but no cigar

I am fairly new to IPO, but have configured SIP trunks with a couple different providers without too many problems, but now am trying to integrate a Panasonic TDE100 and IPO500 with a SIP trunk between, but am stuck.

I have programmed Panasonic for years, and am more familiar with that system, but didn't do enough SIP on that system to figure out what some parameters are really doing. I know the licensing side and all the other system setup, but lacking on the SIP parameters.

Has anyone done this integration who would be able to help me through the parameters on either end?

I have the Panasonic showing the trunk as INS (in-service), and the IPO showing the trunks as "Idle", but calls fail between.

Does it need to be SIP? We generally use H.323 trunks between Panasonic and Avaya.
We use Panasonic as a DECT solution, it is a lot cheaper as the Avaya DECT and works fine.
 
In this instance, they are licensed for SIP trunks all around, and are only going to be dialing between systems for a 2 month period until they switch everything over to Avaya. They don't want to spend more money to make a temporary solution work.

I would much rather do h.323, but am stuck trying to make SIP work... Not to mention, we have quite a few customers who would switch to Avaya from Panasonic if they could do it in stages, so I would like to know how to accomplish this to have the option going forward. Most of them have licensing SIP trunks on the Panasonics as well.

This I suspect is going to come down to your ARS in the IPO and possibly the ICR.

can you post a copy of your IPO config with the network topology etc?
